To most, thoughts of yordles do not conjure images to be feared. The easygoing half-pint race, though fierce, is often regarded with some degree of joviality. Their high-pitched voices and naturally cute forms inspire something of a protective instinct in the larger races, or at least bring to mind images of children playing at being adults. Every now and again, however, a yordle turns so bad that even at its small stature it strikes terror into the hearts of others. Veigar is one such twisted yordle. As a master of the magical black arts, as well as a corrupter of cosmic energy, he is one of the most powerful sorcerers on Valoran.

As a child, Veigar was a normal yordle with one small exception - he had a deep curiosity for the world beyond Bandle City. The young yordle spent much of his time studying the rest of Valoran, and he jumped at the chance to join a business that traded with other major city-states. Unfortunately for both him and the world, a deal with Noxian trader turned into shady business and went bad; Veigar and his companions were subsequently set up to take the fall. Arrested by the authorities, he was imprisoned within the walls of Noxus for years. Such isolation is very dangerous for yordles - undoubtedly why his cruel jailers did such a thing - and Veigar was slowly driven mad.

He eventually escaped, having become a twisted version of his former self. Instead of returning to his people and Bandle City, he sought tutelage from dark wizards across the land. With his demented will focused on one task, he quickly became a dangerous and powerful wizard in his own right. Now he seeks to end all conflict on Valoran by bringing all of the city-states to their knees, regardless of their affiliation. The League of Legends is the perfect tool to help him meet his ends - for now.

Who says evil needs to come in a fearsome-looking package?

Patch History

Veigar's potential to go infinite with Baleful Strike’s AP gain on kill is a good fit for his theme of “little ball of evil with an overcompensation problem,” but means Veigar should care more about farming pitiful minions than blasting down enemy champions. We're retooling the mechanic as Veigar's new e and opening it up to reward the Tiny Master of Evil for constantly asserting dominance over his opponents. While examining how Veigar antagonizes his enemies, we also changed Primordial Burst to give him the pick of the litter when obliterating low health enemies. He’ll have to press more than one button to erase an enemy mage, but even the most durable tank should carefully consider their health bar before re-engaging.

Phenomenal Evil Power.png Passive - Phenomenal Evil Power

KIND OF LIKE BIG DEAL : Striking an enemy champion with an ability power grants Veigar stacks of Phenomenal Evil. Phenomenal Evil gives Veigar 1 ability power per stack.

Baleful Strike.png Q - Baleful Strike

REWARD ON KILL : Grants a stack of Phenomenal Evil on kill. Grants 2 for large minions and large monsters
REMOVED REWARD ON TAKEDOWN : No longer grants 1/2/3/4/5 ability power on champion takedowns
COST : 60/65/70/75/80 mana 40/45/50/55/60 mana

25px W - Dark Matter

COST : 70/75/80/85/90 mana 60/65/70/75/80 mana

Event Horizon.png E - Event Horizon

COST : 80/85/90/95/100 mana 70/75/80/85/90 mana

Primordial Burst.png R - Primordial Burst

DAMAGE : 250/375/500 175-350/250-500/325-650 (based on target’s missing health)
RATIO : 1.0 ability power 0.75 - 1.5 ability power (based on target’s missing health)

In a world without mana potions (and generally less early mana regeneration), we've identified a few champions for some emergency rations, giving early mana boosts until they can get their footing and purchase items to make up the deficit. This also means we can really understand which champions relied on mana potions as a crutch to limp through the early to mid game, and we can give additional love if necessary.

The following champs have +50 base mana and -3 mana scaling (net -1 mana at level 18):

Q and W base damage down.

Recently Veigar's dreams of crushing his opponents have become grim reality. No longer falling short on delivering the damage, he towers above the competition as perhaps the hardest scaling AP champion in League. We like Veigar's curve of amassing farm and rising to notoriety over the course of the game, so we're clipping some of his bases to rely even more on his ability to stack Baleful Strike (and your ability to interfere with that) as a focus for his success.

Baleful Strike.png Q - Baleful Strike

MAGIC DAMAGE : 80/125/170/215/260 70/110/150/190/230

25px W - Dark Matter

MAGIC DAMAGE : 120/170/220/270/320 100/150/200/250/300

Q grants AP for assists. W’s delay shortened.

Veigar’s not far off in terms of effectiveness, but falls short relative to some of our more traditional mages. We’re targeting Dark Matter’s delay and AP growth from taking down champions as some ‘quality-of-doom’ changes so folks take him a little more seriously.

Baleful Strike.png Q - Baleful Strike

ASSISTED DOOM : Now grants AP on champion assists in addition to champion kills.

25px W - Dark Matter

DOESN’T EVEN MATTER : Front-loaded Dark Matter’s effects to the beginning of the cast animation instead of the end; Delay and cooldown effectively reduced by 0.25 seconds

He is evil. Stop laughing.

"For how much damage Primordial Burst does (read: your entire health bar) it ends up looking pretty tame, making it harder to appreciate for Tiny Masters of Evil everywhere. This change is purely visual and won't affect gameplay, but should help Veigar get some of the respect he deserves."
  • Primordial Burst.png R - Primordial Burst
    • NOT A SHORT JOKE : Missile size now scales with Veigar's ability power

Passive regen up. Q range up. E stops dashes.

"After 5.2's updates, opponents are able to play around Event Horizon well enough that we decided to add something special to make it stand out as an ability. Coupled with some tuning to help his early laning, a master Veigar player can lock mobile enemies in his cage for him to torment without fear of them escaping his tiny clutches."
  • 25px Passive - Equilibrium
    • MONSTERS : 250 300
  • Baleful Strike.png Q - Baleful Strike
    • MANA REGEN : +1% per 1% missing mana +1.5% per 1% missing mana
    • RANGE : 850 950
  • Event Horizon.png E - Event Horizon
    • [NEW] DO NOT PASS GO : Enemy dashes through Event Horizon's walls will stop at them instead

E's delay before walls appearing has been reduced slightly. Q is around 14% faster!

"One of the larger themes for his 5.4 update was lowering reliability in favor of creating consistent high moments for master Veigar players. It appears we overshot (not a short joke), so we're dialing back to help Veigar feel less like a sitting duck when it comes to intense situations. Throw in some 'Quality of Doom' changes for Event Horizon, and the tiny master of evil should be turning tables and cackling like a super villain all the way to the nexus."
  • Baleful Strike.png Q - Baleful Strike
    • MISSILE SPEED : 1750 2000 (~14% faster)
    • BUGFIX : Fixed a bug where Baleful Strike would fail to cast if you got CCed during the cast
  • Event Horizon.png E - Event Horizon
    • WARNING PARTICLE DISPLAY : After cast time On cast

Q is now a skillshot that passes through the first target hit to get the second (so farming's a lot easier). W's cheaper on mana and has a lower cooldown. Event Horizon now has a 0.75 delay, but costs less mana, has a higher range, and has a lower cooldown. R's mana cost is down significantly at higher ranks and has a slightly lower cooldown, but has a slightly lower ability power ratio.

Of all the champions that were primary customers of the late Deathfire Grasp, none were more iconic than the Tiny Master of Evil himself. While we recognized and intended to preserve Veigar's role as a 100-to-0 burst mage, flatly increasing the power of a champion with such a powerful combination of crowd control and single-target damage didn't feel like the humane option (for everyone except Veigar).
Freeing up Baleful Strike to cover more range and doubly enable his AP-stacking minigame was a natural change to Veigar's kit and made his laning better. We quickly learned, however, that a strictly better Veigar left opponents with less and less options, especially with the immense power that is Event Horizon. While old Veigar needed to rely on Event Horizon's immediate stun to zone out potential threats, keeping its current iteration meant we either needed to reduce Veigar's damage (but you can't reduce a 100-0 burst mage to 100-20) or tackle his outright reliability. Ultimately we went with the latter.
The bottom line is this - characters with inflexible kits are often balanced on a knife's edge, and the slightest change to a range or damage value can be the difference between unplayable or overbearing (Hi Ryze!). While Veigar's reliability when it comes to "blowing fools up" has decreased, the added laning flexibility and higher late-game scaling should help make Veigar more than a one-trick pony. He has to work harder for his one-shots, but has the tools to earn them in a way that feels fair...ish for his opponents.
